2008 Emerging Leaders in Training Outsourcing

Today Training Industry has released 2008 Emerging Leaders in Training Outsourcing companies list. I am wondering, by looking at the list of companies. The companies such as Aptech, Tata, Disney and Aptara are from the very beginning of the training industry and Mzinga, Microtek, Tricore and others are new players. So I am confused on what basis the companies have been selected as Emerging Leaders in Training Outsourcing. Is it their process or the industry recognition? Or does it mean that Aptech, Tata, Disney and others are emerging now? Could anyone suggest me, what would be the basic parameters to select anyone in the Emerging Leaders in Training Outsourcing?
